Biography:
Mike Morgan is the Managing Partner of the firm and a senior partner in the firm’s Energy, Telecommunications and Regulated Industries Practice Group.
Clients include Portland General Electric, which he has represented for over 20 years, its affiliated companies, and established and emerging telecommunications companies. Mike has represented these and other entities before the Oregon Public Utility Commission, the Washington Utilities and Transportation Commission, the Bonneville Power Administration and the Federal Communications Commission.
Mike is an experienced business counsel, representing public and private companies in mergers, acquisitions and financings.

Selected Energy Experience:
Represented Portland General Electric in obtaining regulatory approval of the merger of Portland General Corporation and Enron Corp.
Represented Enron Corp. in seeking regulatory approvals for the sale of Portland General Electric Company to Sierra Pacific Industries, Northwest Natural Gas Company and Texas Pacific Group, and for the distribution of Portland General Electric common stock to creditors as part of Enron's bankruptcy plan.
Utility ratemaking, including representation of Portland General Electric in its 2001 and 2007 general rate cases.
Integrated resource planning, including representation of PGE in its most recent plan; obtained approval from the Oregon PUC for PGE’s request for proposals process for implementing its plan; and current development of new rules or Commission order related to integrated resource planning and requests for proposals for generation resources.
Bonneville Power Administration proceedings, including:
- Representation of PGE in wholesale power rate cases and transmission rate cases at BPA
- BPA’s first open access transmission case
- Representation of PGE in the BPA subscription process, including negotiating PGE’s settlement agreement, residential exchange agreement and block power sales agreement with BPA
- Representation of PGE in development of a joint proposal of investor-owned utilities and public power agencies for a restructure of BPA’s provision of service.
